The complex situation that we are facing has changed in just 15 days the normal functioning of the local administration of Benalmádena to adapt it to the needs of a war state.
During the first days, work was carried out mainly to contain the infection, preventing its spread, while making a significant effort to keep the public services functioning.
After the first days of strenuous work to guarantee the operation of the institution, we have proceeded to seek social coverage for families and people at risk of social exclusion, vulnerable or wronged by the pandemic. And in the current context, a package of measures is being worked on to minimize the consequences of the economic crisis derived from the pandemic, and thus implement anti-cyclical policies to generate employment and wealth once we return to normality.
The Benalmádena Town Hall is currently working on this lines to fight Covid-19:

COVID19 CONTAINMENT MEASURES
Local Police and National Police have work together on a special plan to ensure that people stay at home. The plan has been coordinated from the local administration and the Emergency group.
Benalmádena asked UME (Army’s Emergency Unit) to take action in our town and they worked during 2 full days on containment tasks.
Essential and non essential Services have been ruled, guaranteeing phone attention and normal functioning at the Administration.
AS OF SUNDAY APRIL 26TH NEW RULES COME INTO FORCE THAT ALLOW CHILDREN MORE FREEDOM
DE ESCALATION PROCESS – Each phase of the deescalation plan will last at least two weeks, and in the best-case scenario, the process will last eight weeks in all of Spain
Phase 0, will begin on May 4, and will involve the reopening of small businesses such as restaurants that can offer food to take away, and places that can take bookings. This will include establishments such as hardware stores, government sources cited as an example. Customers would have to call and make an appointment to be able to buy a particular product. Only one customer would be permitted in the premises at a time and would be served by a sales clerk behind a screen or a counter.
This phase will also include the reopening of hairdressers, albeit with employees using the “maximum level of individual protection,” the same sources said, such as masks and gloves.
Individual classes will also be allowed in gyms, as well as individual training for federated sports players and professional leagues.

Social activities, such as home gatherings, are permitted, although the conditions remain to be determined.
• Possibility of moving within a province.
• Opening of small businesses.
• Opening of terraces of Bars and Restaurants (occupancy up to 30%).
• Opening of hotels and tourist accommodation BUT excluding common areas.
• Places of worship will have a 30% limitation.
• Agri-food and fishing sector.
• Medium sports training in professional leagues.
• Opening of restaurants for table service, with limited capacity.
• Cinemas and theatres with a third of the capacity. You can visit monuments and exhibition halls.
• Cultural activities with less than 50 people seated. If they are outdoors, less than 400 people sit.
• Hunting and fishing.
• Educational centers (reinforcement, care for children under six and Selectivity).
• In restaurants, capacity restrictions will decrease, but with strict separation between the public
• General mobility will be made more flexible.
• The occupation of spaces will be expanded, such as commerce, for example, up to 50% of its capacity.
Telework has been allowed. Public workers are doing their jobs at home, lessening virus transmission and propagation risks.

Personnel have been reorganized to reinforce Operational Services. They are structured in two full shifts to do disinfection works.

61,000 liters of sodium hypochlorite and water are being used every single day on street cleaning.

Access to cemeteries has been forbidden.

Public transport have been adapted to current needs and their frequency have been reduced,

Public parks and beaches are closed.
.
Prevention material, such as masks, gloves and liquid soap have been bought.

SOCIAL PROTECTION MEASURES
.
A Social action line has been created to meet the demands and needs of vulnerable people. During the first 15 days, 873 people and 280 families have been assisted.

The Town Hall expanded the Syga Plan so children at risk of social exclusion get 3 full meals every day.
There is a Contingency Plan to help victims of gender violence.

Local Administration is monitoring protocols and social help plans, in coordination with the Emergency Area, on nursing homes and home help service.
.
50,000 kilos of food have been distributed. The food come from local contributions, Málaga Food Bank (Bancosol), Red Cross, Cáritas and some other social groups, Civil Protection volunteers are in charge of the distribution.

Medicine is being delivered to vulnerable people. Civil Protection volunteers are in charge of the distribution.
A solidarity network has been created along with NGOS.

Elderly people or sick people who cannot leave their houses are getting food thanks to the solidarity network.

A volunteering network has been created, coordinated from the Citizen Participation Area along with the Social Services Area.

Volunteers collaborate in tasks such as phoning people living alone, elderly people
New personnel are being hired at the Social Services Area.

TAX MEASURES
.
Blue parking zones have been suspended.
.
Local taxes starting in April have been postponed: Tax on mechanized vehicles, parking (vados) and cemeteries.
.
Payment receipts from public kindergartens will not be issued as long as the State of Alarm continues.
.
Students at local schools, workshops and the Permanent Training Center will not have to pay their fees as long as the State of Alarm continues.
.
The Sports Board will not issue the third term receipt to 11,000 users in the city.
.
Advertisers who hired their advertising spaces through the local company InnoBen will not have to pay for the services as long as the State of Alarm continues.
.
Admission on the Register of Inhabitants can be requested at the local website.
.
The Local Administration has created a public list of shops (such as fruit shops, butcher shops, bakeries ..) which provide home delivery services in order to promote domestic economy.

Local Administration is proritizing the payment of invoices from suppliers working for the institution to provide them liquidity in times of crisis.

Local administrative procedures have been suspended.
Landlords can request a 95% grant on property tax (IBI) as long as the rental contract is a Residential / Long-Term contract type.

Construction, Installation and Works tax and fees will not be charged on listed minor works.
.
Occupation of Public Street receipts will get a discount equivalent to the duration of the State of Alarm.
.
Vulnerable economies can request postponements of tax payments and payment plans.
SMES and freelances can postpone tax debts (up to € 30,000 ) for 6 months, and 3 months of qualifying period.
Vulnerable families can request grants on the property tax (IBI). The Social Services Area will start up an additional grant package in order to help those families who have difficulties on the payment of the property tax.

Freelances, entrepreneurs and individuals can request a postponement on the property tax (IBI) and business tax for catering industry and service industry companies.

ECONOMIC RECOVERY MEASURES

Local Administration will start up Employment Plans in order to provide employment. One of the plans will be focused on vulnerable people and will be coordinated from the Social Services Area. There will be a second employment plan for Public Works Execution.

Benalmádena will ask Junta de Andalucía for another Employment Plan, similar to the ones implemented during the past few years. The last regional employment play gave job to more than 250 Benalmádena citizens.

Benalmádena will ask National Goverment for a modification on the General Grant Law in order to speed up procedures to meet NGOS and social groups demands and necessities-

Local Administration will start up a Public Works Plan with an estimated investment of 50 million euros to provide employment once normality returns to the country. The Plan will allow the administration to renovate its facilities and infrastructures and to provide employment in economical crisis times.

Companies will be able to request special payment plans, so they can preserve existing jobs. Entrepreneurs and businesspeople who provide a loss on their income could request an interest-free postponement of local taxes.
A 20% of the residual budget will be invested in Social Services.

Benalmádena will create a Pandemic-affected Office to assist citizens, companies and freelances on aid applications and funding lines.
They are measures in tune with those implemented by other municipalities in the area and which aim to help families and reactivate the productive fabric once the pandemic has ended.

Likewise, if the state of alarm prevails and the economic crisis derived from the pandemic worsens, we will take new measures to protect our citizens, freelancers, and entrepreneurs.
